Development Plans : Difference Between Regions, Councils

The law to institute the General Code of Regional and Local Authorities clearly spells out regional and council development plans according to the powers devolved to them.

As regions representing local authorities effectively go operational soon, the entire Cameroonian population expect accelerated development.  For the development to become a reality both at the council and regional levels, each actor must respect its development plan laid down in Law 2019/024 to Institute the General Code of Regional and Local Authorities.
According to the law, powers are devolved by the central government to regions and councils in the same domains. They range from economic development to health and social development as well as educational, sports and cultural development. There are however specificities that therefore make the difference in development plans.
Councils
In the area of economic development, councils are empowered to construct, equip, manage and maintain markets, motor parks, slaughter houses, organise local trade fairs, support income-generating and job-creating micro-projects, exploit mineral resources that cannot be given out as concession. Councils also have to provide drinking water. They equally have to create and develop urban spaces, implement investment plans.
Concerning health and social development, council plans cover the domains of civil status registration, setting up, equipping and managing and maintaining council health centres in keeping with the health map, recruit and manage nursing staff and paramedics of integrated health centres and sub-division health centres, create, maintain and manage public cemeteries, organise and coordinate relief operations for the needy.
As far as educational, sports and cultural development are concerned, councils have to set up, manage, equip, tend and maintain council nursery and primary schools and preschool establishments in keeping with the school map. The councils also have to recruit and manage teaching and support staff of such schools. They have the powers to promote and coordinate sports and youth activities, organise cultural days, traditional cultural and artistic competitions. 
Regions
Section 259 (2) of the Law on the General Code of Regional and Local Authorities states that, « The region has the general duty to promote economic development and social progress. As such, it shall contribute to harmonious balanced, supportive and sustainable territorial development. » It is in respect of this mission that regions have development plans.
