Local Governance, Resilient Project : Enhancing Community-led Development

The Presidential decree of August 22, 2023 authorising the signing of a loan agreement of FCFA 189.2 billion will accelerate the implementation process of the programme.

Within the framework of accelerating Cameroon’s development goals through an inclusive participation, there is the Local governance and Resilient Communities Project. It is an initiative with seeks to improve the living conditions of the population by providing basic infrastructural projects. The World Bank Group provides technical and financial assistance to this project. It is within this backdrop that the President of the Republic on August 22, 2023 signed a decree authorising the Minister of the Economy, Planning and Regional Development to sign with the International Development Association (IDA), a loan agreement for an amount of USD 300 million, approximately, FCFA 189.2 billion for the financing of the Local Governance and Resilient Communities Project. The financing authorised by the Head of State will greatly accelerate the implementation process of the programme whose objective, amongst others, is strengthening community participation in local planning and governance, providing key climate-resilient community infrastructure; and strengthening decentralisation processes and developing the capacity of decentralised local authorities to manage resources and implement public investments.
Placed under the supervisory authority of the Ministry of Decentralisation and Local Development, the Local Governance and Resilient Communities project specifically seeks to improve: community infrastructures and basic services; and the multi-level governance framework as well as the capacity of decentralised entities to deliver services.
