Korean expert working on the project say few ministerial businesses are run online although much could be done.
Experts charged with drawing up a master plan for e-government in Cameroon say a number of administrations and public corporations have advanced considerably in e-government issues, either as a function of the applications, systems they have installed, their IT strategies or the capacities of the IT unit personnel. However, most administrations still have a long way to go regarding e-government services, and some of them do not understand what e-government entails.
Also, another problem noticed is that some ministerial departments have external programs which run critical applications and systems, and since these programs have administrative and functional autonomy, the IT staff of the ministry does not have information on the systems, thus affecting information gathering on the digitalization of the concerned ministry.
Korean experts in charge of the project have stated that few ministerial businesses are put online albeit the installation of electronic systems. A majority of businesses are still run manually stalling the country’s digitalization process. This notwithstanding, most of the well exploited applications are G2G (government-to-government) applications such as SIGIPES of the Ministry of Public Service and Administrative Reforms.
The Ministry of Finance also feature in the report of the experts has having and using some good applications at a time some government-to-business services are being developed. Information sharing and interconnectivity of administrations is still very low, and these are critical for the function of e-government, Korean experts state. The need to highly develop the capacities of officials on e-government, and the scope of this project also involves the development of an education program and capacity building of officials adapted to the Cameroonian reality.
Government and the Korea International Cooperation Agency in 2015 signed a Memorandum of Understanding for the latter to put in place a place an E-Government Master plan, establish a training program and realize detailed basic design studies and plan for one top priority initiative (pilot project). KOICA entrusted the Consulting Company Dae Young Ubitech Co. ltd with the implementation of this project. The first phase has seen the company comb ministerial departments and agencies to understand the state of e-government, and their expectations for analyzes.
The studies have been ongoing since January 2016, with questionnaires sent to all ministries and some state corporations, as well as a national survey was realised at the levels of regions, private enterprises, citizens, NGOS and councils to understand the needs and expectations as well. The survey gathers information on electronic services; infrastructure; human resources; organizational framework; and on laws and regulation. The experts have been meeting with government from time to time to present findings and the progress on the project.
