51st APF Session: Over 400 Delegates, 15 Heads of Chamber Expected In Yaounde

Yaounde, the political capital of Cameroon is fully mobilized to host the 51st Session of the Parliamentary Assembly of La Francophonie, APF from July 7-12, 2026. In a press conference held on June 25, 2026 in the National Assembly in Yaounde, Honorable Hilarion Etong - President of the APF and Chair of the Cameroonian Section - unveiled the ultimate organizational, logistical, and thematic blueprints for this landmark inter-parliamentary event.
Sanctioned under the High Patronage of His Excellency President Paul Biya, the gathering marks a major diplomatic milestone for Cameroon. Positioning the state at the epicenter of international cooperation across the French-speaking world.
Sovereignty, Climate Action
The upcoming plenary session moves beyond routine institutional dialogue, directly confronting the structural anxieties of the modern era. The 51st Session will anchor its high-level debates around two interconnected, pressing global themes:
Multilateralism and State Sovereignty: In an era marked by rising protectionism, democratic instability, and multifaceted security threats (including terrorism and complex migration flows), the assembly seeks to reaffirm collective state actions. Without compromising the self-determination and autonomy of individual member nations.
Francophone Parliaments and Climate Change: Recognizing the disproportionate impact of climate degradation on food security and water access within the Francophone sphere, legislators will focus on a critical legislative goal. That of transforming international climate treaties into enforceable domestic laws.
Mobilization, High-Profile Attendance
Expectations are exceptionally high for the session, with registration already demonstrating massive global engagement. Approximately 400 attendees, including over 300 State representatives/parliamentarians and 80 young leaders from the four core geographic zones (Africa, the Americas, Asia-Pacific, and Europe) are expected to be present in Yaounde.
To date, some 275 formal participants have already finalized their registration. The assembly will welcome more than 15 Heads of Parliamentary Chambers (Presidents of Assemblies and Senates). Notable high-profile confirmations include Mrs. Amélia Lakrafi (French MP and General Delegate of the APF) and Mrs. Louise Mushikiwabo (Secretary General of the International Organisation of La Francophonie - OIF).
Rigorous Logistical Framework
To ensure flawless execution, an organizing committee established in January 2026 has spent five months operating through 17 specialized sub-committees. Hon. Hilarion Etong emphasized that "no sector has been neglected" in preparing a world-class reception.
Dedicated Accommodation Structure
A stringent, tiered selection of eight regional hotels has been executed to match the diplomatic status of incoming dignitaries. These include two 5-star hotels, five 4-star hotels and one 3-star hotel in Yaounde.
Security, Health Protocols
Security remains the absolute baseline for operations. The Security Sub-Committee has deployed a comprehensive protection matrix covering delegate transits, hotels, working venues, and recreational itineraries. Simultaneously, the Health Sub-Committee has coordinated with the Ministry of Public Health to issue official reassurances. Formally confirming that Cameroon has zero detected cases of Ebola or other threatening epidemics, therefore ensuring a completely safe environment for international travelers.
Culture, Gastronomy
The Catering Sub-Committee is tasked with leveraging official State dinners and breaks to promote Cameroonian culinary identity. Showcasing foundational regional dishes to celebrate national heritage.
Structural Chronology
The upcoming proceedings will utilize a dual-venue ecosystem, alternating sessions between the National Assembly (Paul BIYA Glass House) and the Senate of Cameroon. These are:
July 4–6, 2026 - Association of Secretaries General (ASGPF) Sessions.
July 7, 2026 - Meeting of the APF Global Bureau (Chaired by Hon. Hilarion Etong).
July 8, 2027 - Youth and Women Parliamentarians Networks; Excursion to Nachtigal Dam.
July 9, 2026 - Meetings of the Four Standing Committees (Political, Economic, Education, Parliamentary).
