New National Identification System: PM Prescribes Harmonious Implementation

Hereunder is a final communique that sanctioned the April Cabinet Meeting yesterday at the Prime Minister’s Office, chaired by the Head of Government Philemon Yang

 

“The Prime Minister, Head of Government, His Excellency Philemon YANG, this Wednesday 26 April 2017 chaired this month's Cabinet Meeting at 9 a.m. at the Prime Minister's Office.
Besides his close aides, the meeting was attended by the Vice-Prime Minister, Ministers of State, Ministers, Ministers Delegate and Secretaries of State.
The Delegate General for National Security was specially invited to the Meeting, with the following themes featuring on the agenda:
1.a statement by the Minister of Livestock, Fisheries and Animal Industries on "public initiatives for the development of the livestock, aquaculture and animal industry sectors";
2. a statement by the Minister of Housing and Urban Development on "government programmes for urban renovation";
3.a special statement by the Delegate General for National Security on "progress made regarding the reform of the national identification system";
Following the introductory statement of the Head of Government, the Minister of Livestock, Fisheries and Animal Industries reported that public initiatives for the development of the livestock, aquaculture and animal industry sectors are reflected in various institutional, technical, technological and infrastructural innovations. With regard to aquaculture, several projects to support and train stakeholders are being implemented, with the support of development partners and the collaboration of the Yabassi Institute of Fisheries and Aquatic Sciences and the Limbe Nautical Arts and Fisheries Institute. This particularly concern (i) the Aquaculture Entrepreneurship Promotion Project, which targets approximately 300 youth and women who are managers of profitable and job-creating economic projects; (ii) the Tilapia Farming Development Project, whose objective is to improve techniques of producing aquatic resources.
ln the domain of animal industries, the Minister of Livestock noted that actions carried out for the development of the beef sector consisted in (i) constructing an industrial slaughterhouse in Ngoundere and four cold stores as part of the Three-year Emergency Plan to speed up economic growth; (ii) equipping 2 slaughterhouses with secured health stamps; (ii) purchasing mobile slaughter units and distributing isothermal trucks to Municipal Councils. Other projects are being elaborated to support the livestock, aquaculture and animal industry sectors, such as the Livestock and Fish Farming Value Chain Development Project or the Livestock and Livestock Infrastructure Commercialization Project
Taking the floor after him, the Minister of Housing and Urban Development recalled the stakes and challenges of urban renovation with a number of international examples. He stated that according to the provisions of Law No. 2004/003 of 21 April 2004 to lay down the rules governing town planning in Cameroon, urban development involves a number of measures and urban improvement schemes which require the total or partial demolition of unsafe, flawed or deficient structures in order to build new structures.
The Minister of Housing and Urban Development further stated that Cameroon's urban growth over the last 40 years and the uncontrolled settlement of people have compelled Government to adopt a new development strategy in the urban sub-sector. This strategy lays emphasis on urban planning with a view to avoiding spontaneous settlements and the development of precarious neighbourhoods.
At the operational level, various government programmes have either been experimented or are being executed with the support of bilateral and multilateral donors.
