Verify Before You Pay! Canada Steps Up War Against Immigration Fraud

The Canadian High Commission in Cameroon on June 2, 2026 held a media briefing in Yaounde.
As Cameroon cements its position as the top source country for French-speaking immigration to Canada from Sub-Saharan Africa, a massive surge in sophisticated visa scams has prompted immediate diplomatic intervention. On Tuesday, June 2, 2026, the Canadian High Commission in Cameroon - joined by the International Organisation for Migration, IOM - convened an urgent information session for media professionals. The briefing, titled "Immigration And The Fight Against Fraud," aimed to equip journalists with the facts needed to protect a public increasingly targeted by predatory networks.
The "Boom" Driving The Scams
The enthusiasm for migration to Canada has reached unprecedented heights in Central Africa. This draw is fueled by structural factors, including major outreach events like the Destination Canada forum in Douala and the upcoming 2026 FIFA World Cup, which Canada is co-hosting.
Furthermore, Canada's strategic targets favor French speakers. Out of all Francophone immigrants admitted outside of Quebec, a staggering 84.8% are citizens of African or Middle Eastern nations. Looking forward, Canada aims for French-speaking permanent residents to make up 9% of total admissions outside Quebec in 2026, rising steadily to 12% by 2029.
However, Canadian officials warn that this positive momentum has a dark side. Sophisticated networks are capitalizing on this demand, deploying fake job offers, counterfeit bank statements, and cloned government websites to rob hopeful applicants.
Staggering Cost Of Misrepresentation
Newly released figures from the Canadian Immigration Lawyers Association, CILA highlight the shocking scale of the issue:
100% Spike in Fraud: Misrepresentation cases doubled globally from 26,000 in 2022 to over 52,000 cases in just the first six months of 2024. Shockingly, this occurred while the total volume of applications grew by only 25%.
9,000 Monthly Investigations: The Immigration Ministry, IRCC, investigates over 9,000 suspected fraud cases every month.

Diplomatic officials stressed that in the Canadian system, the applicant bears absolute responsibility for everything in their file. If an intermediary inserts a fake diploma or a falsified bank statement, the applicant pays the price - not the agent. Under the Immigration and Refugee Protection Act, IRPA, the penalty is severe: an immediate five-year ban from entering Canada.
"Immigration fraud is not just a financial crime; it compromises the life plans of thousands of people," an official statement emphasized during the briefing. "Canada remains open to Cameroonian talent, but only through safe, transparent, and legal channels."
Dismantling The Myths
The IRCC Yaoundé office, which actively conducts field interventions and targeted interviews with local authorities, used the session to debunk persistent myths circulating on networks like WhatsApp and Telegram:
The Guaranteed Visa Myth: No agent can guarantee a visa. Legally, only regulated IRCC officers hold decision-making power.
The Express Payment Myth: There is no paid priority processing. Paying an agent extra money does not speed up the Canadian government's internal timelines.
The Mobile Money Trap: Official Canadian visa fees are paid exclusively through the authorized IRCC portal. Any agent demanding payment via Mobile Money, Orange Money, or WhatsApp is operating a scam.
Is Your Agent/Consultant Registered?
To combat this, the High Commission urged the public to verify if the consultant they are dealing is registered by Canadian authorities. By checking through the official College of Immigration and Citizenship Consultants portal (college-ic.ca) and to report ongoing scams directly to ircc.canada.ca/fraude.
Officials made it clear that most of the immigration agents in Cameroon with Canadian flags fluttering over their offices are not registered with the official College of Immigration and Citizenship Consultants portal (college-ic.ca). And are thus operating illegally. Reason why Canadian authorities cannot help those who fall prey to these scammers in Cameroon.
Heavy Fines
With crooked representatives now facing up to $1.5 million in fines under updated Canadian laws, the diplomatic message in Yaoundé remains clear. Temporary recruitment and permanent economic pathways are wide open, but those who attempt to bypass the rules will find Canada's doors firmly shut for a long time.
