Sino-Cameroon Trade: Government Announces Zero-Tariff For Cocoa, Coffee, Spice Exporters

In a major breakthrough for Cameroon’s agricultural sector, the Minister of Agriculture and Rural Development, Gabriel Mbaïrobe, has announced the launch of a duty-free export window to the People's Republic of China.
According to ministerial communiqué No. 0000051, signed on June 24, 2026, the Chinese government retroactively enacted special customs facilitation mechanisms, labeled "Green Corridors," effective May 1, 2026. This initiative drops import tariffs to zero for specific African agricultural products. Offering local agribusinesses unprecedented access to one of the world's largest consumer markets.
Target Sectors, Eligible Players
The trade windfall targets key cash crops and emerging agricultural sub-sectors in Cameroon. The zero-tariff policy applies explicitly to traditional cash crops (cocoa, coffee, and cotton). And horticulture and high-value niches such as various fruits and distinct spices, with a particular administrative emphasis placed on dried chili.
The invitation to exploit these "Green Corridors" is exceptionally broad. It encompasses public and private enterprises of all dimensions - ranging from Very Small Enterprises, VSEs and Small and Medium-Size Enterprises, SMEs to large corporations. Crucially, the policy also extends to local agricultural cooperatives, Common Initiative Groups, CIGs, and independent individual farmers.
The Registration Roadmap
To benefit from the duty-free status, interested operators must undergo a formal, two-tiered vetting process involving both Cameroonian trade authorities and Chinese customs clearance systems. Applicants are required to submit a physical registration file in Room 206 of the Ministry of Commerce (Sub-Directorate of Trade Exchanges).
To prevent fraudulent claims and ensure professional standards, the application must strictly include a valid copy of the Trade and Personal Property Credit Register (RCCM); an official Tax Registration Certificate validating the fiscal compliance of the business; a detailed technical profile of the agribusiness, disclosing its annual production capacities, exact geographical production zones, and the precise raw material supply chains.
As well as a formal Letter of Recommendation signed directly by Cameroon’s Minister of Commerce, which serves as the ultimate endorsement for Chinese customs authorities.
Structural, Qualitative Improvement
While the elimination of trade tariffs represents a massive financial relief for local exporters, accessing the Chinese market requires meeting rigid sanitary and phytosanitary benchmarks. Acknowledging this challenge, Minister Gabriel Mbaïrobe strongly urged local producers to proactively collaborate with MINADER’s specialized technical departments. The objective is to upgrade both the quantitative volume and the qualitative properties of their crops.
"Operators must approach the technical structures of MINADER to improve both the quantity and quality of their yields in order to seize this unique market opportunity," the Minister stated. Underscoring that competitiveness on the international stage hinges heavily on product standardization.
Strategic Economic Implications
This development marks a significant shift in Cameroon's trade diplomacy, balancing its traditional export routes to Europe with a robust footprint in Asia. By securing a zero-tariff framework for highly demanded commodities like cocoa and specialized spices, Cameroon stands to boost its foreign exchange earnings. Stimulate rural economies, and accelerate the structural transformation of its agricultural value chain.
