Prison Reforms: Archbishop Kleda Proposes Accelerated Judicial Processes

In his most recent pastoral letter, the Archbishop of Douala suggests alternative sentencing for minor offenses and suggests measures to reduce overcrowding.

In a new pastoral letter released on June 29, 2026 to mark the Solemnity of Saints Peter and Paul, the Archbishop of Douala, His Excellency Most Rev. Samuel Kleda, has issued a comprehensive appeal aimed at upgrading and humanizing detention conditions across the country.

The letter, titled "An Appeal For Conversion With A View To Humanizing Prisons In Cameroon," takes a restorative approach to justice. While noting the structural challenges currently facing the penitentiary sector, the head of the Douala Archdiocese focuses primarily on collaborative solutions, legal modernization. And a stronger social safety net for detainees and their families.

 

Transitioning To Restorative Justice

A central theme of the Archbishop’s address is the shift from purely retributive punishment to a restorative framework designed to heal and rehabilitate. Archbishop Kleda suggests that the legal system could benefit significantly from prioritizing alternative sentences for minor offenses. Such as community service - which would naturally alleviate pressure on existing infrastructure.

To streamline the administration of justice, the letter suggests increasing the numbers of judicial personnel to help expedite pending cases. Noting that more rapid processing would significantly balance the inmate population.

 

Upgrading Welfare, Infrastructure

The pastoral letter places a strong emphasis on the health and daily welfare of inmates, calling for enhanced public-private and community cooperation to improve conditions. The Archbishop proposes reshaping the operation of prisons to be more production-oriented. Transforming them into centers where inmates can acquire professional certifications and manufacture marketable goods. This would allow them to earn a living while incarcerated and prepare for successful social reintegration.

 

Adequate Nutrition, Hygiene

The letter invites a renewed focus on the prison environment, ensuring adequate nutrition, hygiene, and continuous care for vulnerable populations. Including women, infants, and minors. To support administrative transparency, the proposal includes the implementation of a compulsory central register for all legal processes, making tracking accessible to families and legal representatives.
