State Support To Independent Media: Government Eases Conditions To Include Electronic Distribution

The Minister of Communication, René Emmanuel Sadi, on Friday, August 7, 2026, chaired the opening ceremony of the 20th session of the National Commission for the Review of Applications for State Institutional Support for Privately-Owned Media. Convened in the main conference room of the Ministry of Communication, MINCOM in Yaoundé, the proceedings marked the start of the evaluation process for the 2026 financial year allocation.

Earlier Than Usual

This year’s session kicked off earlier in the fiscal calendar than in previous years. According to the Minister, the accelerated timeline stems from deliberate administrative measures designed to make financial resources available to media enterprises in a timely manner. Despite an admittedly tight national budgetary environment.

Commission Scope

A total of 52 application files were officially submitted for consideration by the commission during this 20th session. The breakdown includes 48 applications from print media and four from digital media.

Financial Allocation

Ngankak Kisito, the Director of Development of Private Media and Advertising in MINCOM, confirmed that the financial allocation for the 2026 fiscal year stands at FCFA 112 million. This represents a slight upward adjustment compared to the previous fiscal year's allocation, which fell just below the 112 million mark.

Global Diplomacy

In his opening address to commission members, international guests, and media practitioners, Minister René Emmanuel Sadi highlighted the key role played by the private press during major international events hosted by Cameroon in mid-2026.

These are The 14th World Trade Organization (WTO) Ministerial Conference from 26–29 March 2026. The Apostolic Visit of His Holiness Pope Leo XIV from 15–18 April 2026. The 51st Regular Session of the Parliamentary Assembly of the Francophonie (APF) from 6–12 July 2026. And the Official Visit of the Archbishop of Canterbury and the Anglican Communion from 31 July-4 August 2026.

Ethical Responsibilities

Minister Sadi expressed the government's gratitude to media practitioners whose coverage exposed international audiences to Cameroon’s cultural heritage, economic resilience, infrastructure development, and institutional stability.

"During these world-class events, which served as opportunities for our country to shine on the international stage, the media, through their comprehensive coverage, helped to raise our country's profile significantly," René Emmanuel Sadi noted.

Warning Over Ethics

Transitioning to internal industry challenges, the Minister delivered a direct rebuke to media outlets that compromise professional standards. He noted that while Cameroon possesses immense journalistic talent, a minority of practitioners continue to publish content that undermines national cohesion through hate speech and social stigmatization.

Deontology

Minister Sadi urged journalists to make facts sacred so citizens can form objective opinions based on verifiable reality. He argued that while economic hardship is often cited as a cause for ethical lapses, increasing state aid alone will not resolve structural defects. According to him, press enterprises are expected to prioritize internal reorganization, human resource upgrades, curriculum modernization, and strict adherence to deontological codes.

Adaptation To Digital Distribution

To address severe operational bottlenecks - specifically the rising costs of newsprint, imported ink, and physical distribution networks - MINCOM implemented notable relaxations in eligibility criteria for the 2026 fiscal year.

Expanded Eligibility Criteria

Applicants for State aid must demonstrate basic civic compliance, including social security coverage for staff through the National Social Insurance Fund, CNPS, valid employment contracts, and updated tax filings. Print media outlets struggling with physical printing are now officially authorized to submit proof of publication via digital channels.

Editions distributed in PDF format through electronic kiosks or verified subscriber networks will be treated on par with traditional hard copies. Director Ngankak Kisito emphasized that recognizing electronic distribution directly addresses the heaviest budget item for print outlets. Allowing vulnerable publications to retain eligibility despite distribution hurdles.

Allocated Amount

Following the opening ceremony, representatives from both English-language and French-language independent media expressed mixed reactions regarding the allocation size and the criteria enforced by the state.
