Strategic Project 3820: Remarkable Advancements Within Timeframes

F ostering and sustaining high-quality development is the objective of the “Strategic Project 3820”, a 20-year economic and social development blueprint for the city of Fuzhou, initiated in 1992 by Chinese President Xi Jinping when he served as the Fuzhou Party Secretary. The Statesman worked in Fuzhou for six years where he carefully developed and implemented the strategic plan and a se­ ries of major programmes for the coming century, led the reform, and spearheaded the modernisation of the city. Indeed, he left a valuable legacy of ideas, spirit, and practical achievements, as he promoted Fuzhou’s leapfrog development, and poin­ ted out the direction for its future growth. There is an exhibition (a building) of the 30-year achievements of implementing the 'Strategic Project 3820' that covers a surface area of 3,820 square meters. In concrete terms, the strategic project is divided into three major parts; strategic planning, major implementation and conti­ nuing efforts. The exhibition thus revisits Xi Jinping's key ideas and major practices during his work in Fuzhou, presents in a thorough and systematic way the deve­ lopment journey and remarkable achie­ vements over the 30 years of implemen­ ting the 'Strategic Project 3820,' and high­ lights the immense strength of China's reform and opening up as well as the bright prospects of socialism with Chinese characteristics, while allowing one to grasp the depth of the philosophy behind the strategic project. On strategic planning and major imple­ mentation, one is inspired by Xi Jinping’s determination to promoting in-depth re­ flections and team work on socio-economic development. To bring this to fruition, re­ search was done, committees created and documents were produced. Every number of the 1992 initiative (3820) has a meaning, representing a timeframe. The first figure (3) represents the three years from the start of the strategic project, that will be used in solving urgent problems and greatly improving living conditions for local residents. And then within eight years (the second figure), the goal was building Fuzhou into a leading and modern metropolitan city in China.
