Output Challenge

Human resource is the bedrock for the apt functioning of any ins­ titution. Regional Councils are at the start of the second term of office following the elections of Regional Councillors on Novem­ ber 30, 2025. Unfortunately, these institutions that are respon­ sible for promoting local governance are facing a human resource challenges, which to an extend, has an impact on output. Regional Councils are meant to drive socio-economic development, manage infrastructure, and implement decentralisation policies, and hu­ man resource constraints trigger a chain reaction of operational challenge. Going by a presentation of the Minister of Decentralisation and Local Development during the last National Decentralisation Board chaired by the Prime Minister, Head of Government on July 10, 2026, regional executives have, in terms of human resources, embarked on a gradual restructuring of their administrations. Sta­ tistics presented by him indicate that as at that date, the ten Re­ gional Councils employ 536 staff members, 383 of whom have fully regularised administrative status. This expansion reflects a firm commitment to professionalising the local public service. The added value is more significant given that, in 2021; the President of the Republic signed a decree organising regional administration and providing each region with a standard organisation chart.
