Decentralised Cooperation : Minister Receives Operational Guide

The Director of Good Governance Programme of GIZ handed the document to Minister Elanga Obam on November 11, 2020.

A guide designed to serve as a roadmap in the preparation, negotiation, implementation and monitoring of decentralised cooperation actions in Cameroon has been handed to the Minister of Decentralisation and Local Development, Georges Elanga Obam. The document prepared in collaboration with the German international cooperation, GIZ, was handed by the Director of Good Governance Programme of the institution, Wim Dekkers on November 11, 2020 during the second session of the interministerial commission for decentralised cooperation.  The guide is complementary to that which was initiated by the United Cities and Councils of Cameroon (UCCC) in 2012. 
Presiding over the session, the Minister said the guide is a strategic realistic document which will be used to accelerate the democratic process in Cameroon. “This guide is a document which beyond a simply inventory of local initiatives in terms of decentralised cooperation, is part of an analytical perspective of the existing situation to promote the substantial increase of conventional collaboration between Cameroonian councils and their counterparts at home and abroad. The annual report on the status of decentralised cooperation is therefore a strategic decision-making tool, designed to enlighten, inform and build the choices and actions of the government in this area,” he stated. The bilingual document prepared in a question and answer format presents practical modalities on decentralid cooperation mechanisms.
